Flexible Study Rights for Degree Students: JOO-studies
All Finnish universities are part of a flexible study rights or JOO (joustava opinto-oikeus) agreement which offers students the possibility to study at other universities in Finland. A student at the University of Turku can complete studies for their degree at another Finnish university and vice versa. JOO-studies are free of charge.
Detailed information on flexible study rights is available on the JOOPAS webpages (currently in Finnish, Swedish and partially in English) along with instructions and the application form in English. The electronic application form and instructions are available in English on the the JOOPAS webpages. In order to log in, you need to have a current University of Turku user ID and password.
The following Finnish universities use the electronic application form for JOO-studies:

*) University of Jyväskylä and Univeristy of Oulu will use electronical application form only until 31.12.2010.
Students of the University of Turku may apply for the abovementioned universities electronically. A paper application form is needed for universities not mentioned in the list above (Finnish Academy of Fine Arts, Sibelius Academy, Theatre Academy and the University of Lapland). Respectively, students from the above mentioned list of universities may apply for the University of Turku electronically, and those from other universities must also use a paper form.
Students must be registered as attending at their home university in order to apply for the JOO study right and to study at another university. In general, studies included in the JOO agreement scheme are those that are not being offered at the student's home university in Finland. Because the study rights require that the applicant complete his/her dgree at the home university, JOO-studies cannot be done after graduation. JOO-studies need to be approved by the student's Finnish home university. After this, the application is sent to the host university, which makes the final decision about approving the student's plans.
The University of Turku has also made an agreement with Turku Polytechnic (Turun ammattikorkeakoulu). This agreement also includes exchnage students. Turku Polytechnic has its own instructions and application form for JOO-studies.

Students from the University of Turku to another university
Students of the University of Turku use their own user ID and e-mail password when logging in to the JOOPAS system. Personal and academic information is transferred form the student register. You should familiarise yourself with the instructions and if your have any questions, you should contact joopas(a)utu.fi. It's possible to change some information in the JOO application but please note however that changed information in the JOO application form cannot be transferred back to the University of Turku. This information must be given directly to Student Services or through NettiOpsu.

Phone number(s), an estimated graduation year and the amount of completed studies will not be transferred to the JOO system. The starting year for basic degrees (Bachelor's and Master's levels) is the year when the study place had been confirmed.
A transcript must usually be appended the application. If you do not have or cannot get a scanned copy of your transcript, you may request one from ilmoittautuminen(a)utu.fi.
Processing and final decisions
If the University of Turku is in favour of the application, it will be send to the host university for processing. The host university will announce its decision and give instructions for registration and studying.
You can follow up on the status and decision of your application though the JOO service. You will be notified by e-mail about changes in the status of your application or if more information is needed from you. E-mails are sent to those with a user ID issued by the Computing Centre but it is not possible to send an e-mail transcript.
Students from another university to the University of Turku
The student is automatically registered with the University of Turku when the decision has been approved for JOO-studies. This is not done however before the start of the semester when studies begin. When the registration is entered, the information will be sent to the student. No other separate registration with the university is needed.
