What is the passive register?

The student database of the University of Turku includes a number of students who no longer pursue studies actively or who do not plan to finish a degree at the University because, for example, they have switched to other higher education institutions. The University of Turku needs to allocate resources to services, such as study guidance, according to actual demand. Therefore, the number of students in the database should correspond to the number of actual students. For this reason, starting 1 August 2010, the student database includes a passive register. According to the University of Turku Regulation, degree students’ (Bachelor’s and Master’s Degrees) and doctoral students’ (Licentiate and Doctoral Degrees) right to study may be transferred to the passive register if they do not pursue studies actively (Turun yliopiston opintojohtosääntö, 8 §).

Each right to study is transferred to the passive register separately. A student’s other right(s) to study may be active, even if another has been transferred to the passive register.

A transfer to the passive register does not annul the right to study. The student does not lose it completely, and the right to study may be reactivated.

The transfer of degree students to the passive register

The passive register only applies to those Degree students (Bachelor’s and Master’s Degrees) who have been accepted to the University of Turku in autumn 2004 or before.

A degree student’s right to study is declared passive if s/he received the right to study at least 10 academic years ago or if s/he has enrolled as a non-attending student or neglected to enrol in the last three academic years.

The transfer of doctoral students to the passive register

A doctoral student’s right to study will be transferred to the passive register if s/he has not pursued doctoral studies or participated in supervision according to what has been planned. The right to study will also be declared passive if the student has enrolled as a non-attending student or neglected to enrol during the last three academic years.

The effects of the passive register on students

A student who has been transferred to the passive register and who has no active rights to study at the University cannot be a member of the Student Union of the University of Turku. In other words, s/he cannot register as an attending or non-attending student. In this case, the student is unable to receive study grants or take advantage of other student benefits. Additionally, the Student Foundation of Turku (TYS) does not provide housing for students who are in the passive register.

Furthermore, the student’s username expires which means s/he is no longer able to use his/her university email address or sign in to the moodle and nettiopsu online services. How to prevent the transfer to the passive register

A student may avoid being transferred to the passive register after receiving the letter if the faculty (or the Turku School of Economics) in which s/he studies receives and approves of his/her personal study plan between 1 January and 31 March.

Instructions on how to write and submit the personal study plan are provided by each faculty on its website.

After the personal study plan has been approved, the student is allowed to continue studying until the end of the next two academic years. The academic year ends on 31 July.

If a student who has received this letter does not submit a personal study plan according to his/her faculty’s instructions on 31 March at latest, his/her right to study will be declared passive from 1 August on. After this, the student will not receive further reminders.

Intructions has been sent on November to al students whose study right will be transferred to passive register on 31 July 2012.

How to leave the passive register and reactivate the right to study

Rights to study are reactivated only once in each academic year. An exception can be made for specific reasons.

A student’s right to study is reactivated according to a decision made by the faculty. If the right to study remains active, the student is allowed to pursue studies until the end (31 July) of the next two academic years.

When the right to study is reactivated, the student is required to pay a re-enrolment fee.
