Negotiating Russia’s Climate Position
This study aims at identifying the conditions for change of Russia’s national climate position by exploring the main factors behind the position. The evolvement of Russia’s climate position and argumentations used in the domestic climate debate since the early 2000s are tracked and the background of the argumentations is explored through the veto players theory. Reflections of the linkages between the domestic argumentations and the climate position in Russia’s negotiation tactics are searched in order to evaluate the significance of the domestic pressure groups in decision-making.
