Turun yliopisto on kehittänyt määrätietoisesti yhteistyötään Itämeren alueella. Yhteistyötä on tehostettu erityisesti Latvian, Liettuan, Puolan, Saksan, Venäjän (Pietari ja Kaliningrad) ja Viron yliopistojen kanssa. Yliopistolla on jo entuudestaan toimivaa yhteistyötä useiden Ruotsin, Norjan ja Tanskan yliopistojen kanssa, ja kanssakäyminen Itämeren alueella on määritelty yhdeksi keskeisistä ulkoisen vaikuttavuuden kehittämiskohteista.

Yliopistojen osaamisen ja yhteistyön hyödyntämistä varten on perustettu vuonna 2000 Itämeren alueen yliopistoverkosto (Baltic Sea Region University Network), jota Turun yliopisto koordinoi kesäkuuhun 2010 saakka. Uusi koordinaattori on Latvian yliopisto. Verkostoon kuuluu 31 yliopistoa Latviassa, Liettuassa, Puolassa, Venäjällä, Valko-Venäjällä ja Virossa, ja ne toteuttavat Turun yliopiston kanssa tutkimus-, koulutus- ja kehittämishankkeita.

Verkoston keskeiset koulutus- ja tutkimusaiheet liittyvät läheisesti yliopiston kulttuurin ja vuorovaikutusprosessien tutkimus ja koulutus -vahvuusalueeseen.

Turun yliopiston useissa oppiaineissa tehdään Itämeren alueeseen liittyvää tutkimusta. Turun yliopisto koordinoi kahdeksan yliopiston yhteistä, monitieteistä Itämeren alueen kulttuurisen vuorovaikutuksen ja integraation tutkijakoulua.

Yliopistoverkostoon perustuva osaaminen ja yhteistyö hyödynnetään yliopiston Jean Monnet Centre of Excellence:in ja Turun kauppakorkeakoulun Pan-Eurooppa instituutin välisessä tutkimus- ja koulutusyhteistyössä. Samalla pyritään luomaan suomalainen Itämeren alueen opetuksen ja tutkimuksen verkosto, jota Turun yliopisto koordinoi. Baltic Sea Region Studies -maisteriohjelman toteuttamisessa käytetään em. kansainvälistä asiantuntemusta.

Alueellisena erityiskohteena Immanuel Kant -yliopiston (IKSUR) kanssa on käynnistetty useita koulutukseen ja tutkimukseen liittyviä yhteistyöhankkeita. Yliopisto osallistuu IKSUR:n EuroFacultyn (EF-K) oikeustieteen opetukseen ulkoasiainministeriön lähialuevarojen turvin. Kaliningradin EuroFaculty on Itämeren valtioiden neuvoston (CBSS) käynnistämä hanke. Osa hankkeen opetuksesta (Human Rights Training and Research) järjestetään yhteistyössä Åbo Akademin kanssa.

Vuonna 1997 Saarenmaan Kuressaareen perustettiin Turun yliopiston, neljän virolaisen yliopiston ja Saarenmaan maakunnan yhteinen Saarenmaan yliopistokeskus , jonka toimintaan myös Latvian yliopisto, Riian teknillinen yliopisto, Kaunasin teknillinen yliopisto ja Klaipedan yliopisto osallistuvat. Turun Yliopistosäätiö on vuokrannut Kuressaaressa kiinteistön, joka on kunnostettu yliopiston ja yliopistokeskuksen käyttöön.

Yliopistoverkostoon kuuluvalla University of Warmia and Mazurylla on Braniewossa aluekeskus, josta on tarkoitus kehittää yhteistyössä Kaliningradin valtionyliopiston ja Turun yliopiston kanssa kansainvälinen yliopistokeskus, jota voidaan tulevaisuudessa käyttää Saarenmaan yliopistokeskuksen tavoin yliopistoverkoston toimintaan.

Turun Yliopistosäätiöllä on myös Tartossa Alvar Aallon suunnittelema Villa Tammekann -rakennus, jossa on toiminut vuodesta 2000 lähtien Granö-keskus – Turun yliopiston ja Tarton yliopiston yhteistyökeskus.

Myös Turun yliopiston täydennyskoulutuskeskuksella , sekä merenkulkualan koulutus- ja tutkimuskeskuksella (MKK) on laajaa yhteistyötä Itämeren alueella. MKK:lla on ollut mm. 24 yhteistyötahoa viidessä maassa käsittävä NeLoC -logistiikkaverkostohanke.

Yliopisto osallistuu Varsinais-Suomen liiton, Turun kaupungin ja Satakuntaliiton kanssa yhteisesti toteutettaviin hankkeisiin Itämeren alueella. Yliopiston luoma verkosto täydentää alueen muita yhteistyöverkostoja (mm. Union of Baltic Cities , WHO:n Baltic Region Healthy Cities Project ja satamayhteistyö).

Cooperation in the Baltic Sea region

The University of Turku has purposefully developed its cooperation in the Baltic Sea region. In particular, cooperation with universities in Latvia, Lithuania, Poland, Germany, Russia (St. Petersburg and Kaliningrad) and Estonia has been intensified. The University currently has functional cooperation with several universities in Sweden, Norway and Denmark, and interaction in the Baltic Sea region has been defined as one of the central development targets related to external impressiveness. In order to utilize the expertise and cooperation of the universities, the Baltic Sea Region University Network was founded in the year 2000. It was coordinated by the University of Turku until June 2010 when the University of Latvia became the coordinator. There are 31 universities in the Network from Latvia, Lithuania, Poland, Russia, Belarus and Estonia, and together with the University of Turku they are carrying out research, education and development projects.

The central research and education topics of the Network are closely related to the University’s strength area of research and education on culture and interaction processes.

At the University of Turku, research related to the Baltic Sea region is conducted in several subjects. The University of Turku is coordinating the Graduate School on Integration and Interaction in the Baltic Sea Region where eight universities are involved.

The expertise and cooperation based on the University Network is utilized in research and education cooperation between the University of Turku, Jean Monnet Centre of Excellence and the Pan-European Institute of the Turku School of Economics. At the same time, the objective is to create a Finnish network for Baltic Sea region education and research to be coordinated by the University of Turku. The aforementioned international expertise is utilized in the Master’s Degree Programme in Baltic Sea Region Studies.

Several collaborative projects related to education and research have been started with a regional special destination Immanuel Kant State University of Russia (IKSUR). The University of Turku participates in law education at the KSU EuroFaculty (EF-K) relying on the Foreign Ministry’s near zone funds. The Kaliningrad EuroFaculty is a project started by the Council of the Baltic Sea States (CBSS). Part of the education (Human Rights Training and Research) within the project is organized together with Åbo Akademi.

In 1997, Saaremaa University Centre was founded in Kuressaare, Saaremaa, in cooperation with four Estonian universities and the province of Saaremaa. Also the University of Latvia, Riga Technical University, Kaunas University of Technology and Klaipeda University participate in its activities. The Turku University Foundation has rented a property in Kuressaare that has been renovated for the use of the University and the University Centre.

The University of Warmia and Mazury, which is part of the University Network, has a regional centre in Braniewo, and the idea is to develop that into an international university centre in cooperation between the Kaliningrad State University and the University of Turku, so that it could be used for the University Network’s activities in the same way as the Saaremaa University Centre.

The Turku University Foundation also has the Villa Tammekann building designed by Alvar Aalto in Tartu where the Granö Centre, a cooperation centre for the University of Turku and the University of Tartu, has been operating since the year 2000.

Also the University of Turku Centre for Extension Studies and the Centre for Maritime Studies (MKK) have broad cooperation in the Baltic Sea region. MKK has had a NeLoc logistics network project in five countries consisting of 24 cooperative quarters.

The University of Turku participates in joint projects in the Baltic Sea region together with the Regional Council of Southwest Finland, city of Turku and the Regional Council of Satakunta. The network created by the University complements other cooperation networks in the Region (incl. Union of Baltic Cities, WHO Baltic Region Healthy Cities Project and port cooperation).
