Kenya and Tanzania Beyond 2015: Exploring domestic debates and envisioning development futures (BEYOND 2015)

The Beyond 2015 project looks at domestic debates on development frameworks in Kenya and Tanzania post-2015. The discussions on post-2015 development frameworks have to a great extent been conducted in the development donor sphere. The aim of this research is to highlight the local and national voices on development that are often not heard on the international arena. The research focuses on the national discussions and debates on the different development frameworks that have been proposed by a variety of international actors. How should the MDGs change to better reflect East African realities and development challenges? What are the expectations towards development assistance in Kenya and Tanzania? What type of a development framework after 2015 would be meaningful? These questions become all the more important as Kenya and Tanzania are undergoing rapid economic, political and social changes. A significant issue for both countries has been the recent discovery of high-value minerals and oil and gas. How will these natural resources be used and managed and can this be done sustainably?

A key element of the research is participatory futures workshops, which are carried out in Kenya and Tanzania. In addition, the research will be supplemented by document analysis of Kenyan and Tanzanian development policies, media analysis of domestic development debates and key informant interviews. The aim is to explore a variety of different voices and opinions, including government officials, civil society, researchers and the private sector. The material collected will be used to develop various Kenyan and Tanzanian views on a post-2015 development framework.

The project was funded by the Ministry for Foreign Affairs of Finland during the year 2013.
