The FIRST Programme promotes partnership and reciprocal mobility of students and teachers between Higher education institutions in Finland and in North-Western Russia. The purpose of the programme is to strengthen existing co-operation between institutions, to create new contacts and to reach balanced mobility between Finland and Russia. In addition, the programme supports organisation of joint intensive courses.

FIRST activities are organised within networks of Higher education institutions (HEI). A network must involve at least one HEI from Finland and from Russia, but several institutions may well be involved. FIRST networks are always coordinated by a Finnish HEI which is responsible for submitting an application for funding on behalf of the network.
