Accessibility statement for UTU Identification Service
Signicat.utu.fi is an identification service where international students can securely activate their new University of Turku user accounts.
The service is mainly accessible. Some navigation buttons and links don't have sufficient colour contrast and the progressbar element does not have an accessible name.
This service has been introduced in August 2021 and we still work on it. If you want to give us informal accessibility feedback to support our development, please contact us at helpdesk@utu.fi.
The service consists of two parts:
- UTU Service: framework service in https://signicat.utu.fi developed by University of Turku
- Signicat Service: external video identification service provided by Signicat
Technical information about this website's accessibility
The University of Turku is committed to making its website accessible, in accordance with the Web Accessibility Directive of the European Parliament and Council. In Finland, the Web Accessibility Directive is implemented by the act on offering digital services.

State of the accessibility of the website
The service is partially compliant with the Web Content Accessibility Guidelines version (WCAG) 2.1 AA standard, due to the non-compliances listed below.
Non-accessible content
The content listed below is non-accessible for the following reason: Non compliance with the accessibility regulations.
- Buttons and links don't all have sufficient color contrast against the background. This fails WCAG 2.1. success criterion 1.4.3 (Contrast (Minimum)).
- Progressbar in UTU Service doesn't have an accessible name. This fails WCAG success criterion 1.1.1 (Non-text Content).
In UTU Service the issues will be evaluated and fixed, if possible, during the year 2021.
We have reported the issues in Signicat Service to Signicat in 13 July 2021 and requested for fixing them.
How we tested this website
The statement was prepared on 13 July 2021. The accessibility of this service has been evaluated by University of Turku IT Services.
The statement was last reviewed on 13 July 2021.
The accessibility of the site was tested with axe DevTools accessibility testing tool. The process was tested from the start page in UTU Service to the phase where the video recording starts in the Signicat Service.
We asked Signicat for the accessibility report of Signicat Service. Signicat has evaluated the accessibility of the Signicat Service in May 2021.
