Abstract: In recent decades, the role of non-state actors in educational policy making has grown and intensified markedly. It can no longer be denied that international organizations such as the World Bank, the World Trade Organization, the OECD and UNESCO are becoming more influential in shaping educational policy at national and local levels than ever before. The overseas aid organizations and development agencies have also become more assertive, as have transnational organizations, technology companies, and philanthropic and non-government organizations. In this talk, Prof. Rizvi will argue that the modalities of the ways in which non-state actors operate and seek to influence policy processes varies greatly. The state he will suggest continues to play a pivotal role in the organization and regulation of their capacity to influence national systems.

ABOUT THE LECTURER
Fazal Rizvi is an Emeritus Professor of Global Studies in Education at the University of Melbourne, as well as at the University of Illinois at Urbana- Champaign. Since 2019, he has also been a Visiting Professor at the Centre for Research on Lifelong Learning and Education CELE, University of Turku. He has written extensively on issues of identity and culture in transnational contexts, globalization and education policy, internationalization of higher education, and Australia-Asia relations. His books include Globalizing Education Policy (Routledge 2010) and Reimagining Globalization and Education (Routledge 2022). He is an editor-in-chief of the 4th edition of International Encyclopedia of Education (Elsevier 2022). Fazal is currently researching educational reforms in Bhutan.
